Hérault: Reseau Federateur Eau & Milieu

The purpose of the Reseau Federateur Eau & Milieu (Water and Environment Federating Network) of the Conseil General of the Herault region is to become the monitoring and knowledge tool for the water users on the "departement" scale.

Responding to an approach consisting in having the various stakes converging, hydraulic projects must be considered globally in respect of the economic, environmental, social and political factors.

In order to achieve this goal, the central computer station of the federator must collect information from several existing and varied acquisition networks, both in terms of their technical nature and in the type of data they convey.

The communication front end ensures collection of the data and its storage in an ORACLE database in the server. After consulting with various suppliers, the solution retained is based on the LTS server of TOPKAPI Vision32 installed on a Windows NT4.0 PC: the latter enabled the use of an off-the-shelf product supporting many acquisition protocols on the switched network, and able to manage simultaneously many communication links, without turning to specific developments. Over 1,000 stations using a dozen different protocols are to be connected eventually; this should enable to feed back information of interest for the Federator Network to the central station.

The entire computer system was constructed by the EMSYS/SIEE/STERIA group, the front-end part was contracted to PERAX
